The Irish acute hospital sector is operating at a regulatory inflection point that has no recent precedent. The Patient Safety (Notifiable Incidents and Open Disclosure) Act 2023 commenced on 26 September 2024, introducing a mandatory statutory requirement to notify HIQA, the Chief Inspector, or the Mental Health Commission of 13 prescribed serious patient safety incidents via the National Incident Management System — and a statutory duty of mandatory open disclosure to patients and their families. HIQA's monitoring remit expanded into 23 additional private hospitals at the same time.
On 11 March 2026, the Minister for Health published AI for Care — Ireland's first national AI strategy for healthcare, covering 2026-2030. It sits alongside Digital for Care 2030 and the infrastructure being built to support it: the National Shared Care Record, the National EHR (vendor shortlisting Q1 2026), the HSE Health App (190,000+ downloads since February 2025), and full alignment with the European Health Data Space.
